It is not spinning with the sparkles in this animation. It is the kind of object you would find in highly Romanized parts of the Empire, it is significant because it shows that the city of Viminacium belonged to Roman cultural circles.’ It is used as a transition method for the Teletubbies. Once the Teletubbies hear the Magic Windmill spinning, they will stop any activity that they are doing, say "Uh-Oh!" and immediately go where the Event takes place.And that's it!
