If you look at this graph, you can see how the two phrases are used in American English. “Work in progress” is the most popular choice because it talks about working towards the next stage of development rather than giving an absolute deadline. This building is a work in progress, and it’s incredibly dangerous to be around it without a hardhat. Nobody wants to sit in a meeting listening to one person dominating the conversation so limit the time any one person is allowed to speak by moving the meeting along to the next topic. The agenda should be a reminder of the aim of the meeting but state the aims again at the beginning of the meeting and during the meeting if discussions are veering off topic.

Although in process sees some use, it is not nearly as common as in progress. This makes me think that in process is simply a malformed variant of in progress, but I don’t know enough about the history of these phrases.
