He is the Baroness' personal and clumsy lawyer who is berated by her in the first half of the film. She mentions that he has a side job as a piano player in a bar. When Cruella's schemes become too much, the Baroness angrily fires Roger. Cruella explains in narration that he always blamed her for this. At the end of the movie, Roger receives a gift from Cruella in the form of a Dalmatian puppy named Pongo; possibly intended as an apology for getting him fired. Inspired by her name, he proceeds to write and perform her famous song.

That same night, while on their usual walk in Primrose Hill, Roger becomes annoyed at Pongo's constant barking and forcefully drags him home, unaware that Pongo was actually passing the message of the puppies' theft through the Twilight Barking Chain. It is possible that Roger punishes Pongo inside the house for disturbing the whole neighborhood, but Pongo’s message is already spread across London as the Great Dane named Danny receives the message in Hampstead, along with Scottie. Eventually with the help of other city and country dogs, the message reaches their friend Towser, who then sends it to the Colonel. Cruella is very fashionable and chic, she dresses only in fur which she apparently lives for. However, as her name might suggest, she is also extremely cruel, ruthless, manipulative, conniving, and vile. Behind her glamour is an extremely murderous and vituperative psychopath who is willing to kill and skin 99 puppies just to create her own spotted fur coat and when the Radcliffes would not sell she resorted to stealing them.

In the episode "Better The De Vil You Know", it is the first episode where we clearly hear her voice. In this, Hunter calls her and she greets him calling him her favorite nephew, Hunter answering that he is her only nephew. Hunter tells Cruella that 6 months have passed since his last failed plan and that he had been trapped in a container. Cruella indifferent, tells him that he only noticed that he still does not have his Dalmatian fur coat and asks him if he already stole the puppies. Hunter says no and Cruella angrily yells that he is a useless boy along with other insults and warns him that he has one last chance to show him that he was not useless. This shows that Cruella treats Hunter in a similar way to how she treated Jasper and Horace. Later, Cruella arrives in London with her car. It was repaired, but shows how time passed,now full of rust. It's also shown that Cruella's driving is just as bad, because it causes many accidents in the city in the places that she passed. Later she calls Hunter again, who had failed again in another of his plans and Cruella warns him that if he did not get the dalmatians before she arrived she would expel him from his own family, in the end Hunter returned to marry and Cruella finds him in an alley, then she tells him that she had enough of his nonsense so now she would take control of the operation to rob the dalmatians. There we see for the first time a silhouette of her physical form while she laughs evilly before the end of the episode. He attends Archie's false funeral, and afterward, Marco and Emma decide that now that Archie is gone, it would be good for Henry to keep him. Henry is thrilled at this and takes Pongo outside to clean him up. Later on, Emma and Henry notice that Pongo is acting strangely. Soon afterward, they get a visitor at the door, who turns out to be Archie; alive and well. He tells them the true events of what happened, and that Cora was the one who kidnapped him to make it look like he was murdered by Regina.
