No. Or I guess "not quite". That's not how it's designed to work. In theory it could if your ISP supported NAT46. Maybe. Yes, every Meraki hardware component requires a cloud license to be managed. Meraki hardware that isn’t licensed won’t pass traffic.

If at this point you still don't have a roadmap someone quite simply isn't doing their job. Meraki is a premium product not keeping pace with vendors at a fraction of the cost on the IPV6 front.
