You would feel compelled to farm so many types of lower level content that you (likely) wouldn't enjoy. To me the 6:1 ratio means they really only ever intend for you to do this to go up 1 crest level at a time and not shuffling through multiple tiers because that would scale out of control (6, 36, 216).
