I think dog food has done a better job labeling where any non-local ingredients are sourced (and which ones). I haven’t been able to find as much (in support or against) with respect to cosmetics other than what I’ve heard being in the industry, but in a lot of other manufacturing segments, it’s more documented. Ingredients can be imported during manufacturing – just because it’s made in X doesn’t mean parts weren’t obtained from somewhere else – it would really depend on the labeling laws, which were confusing for cosmetics last I tried to read about it, and the laws would definitely vary by country.
