EVANSTON —The Wyoming Supreme Court has affirmed the life-in-prison sentence of Jesse J. Hartley, who was convicted in 2019 for the murder of 2-year-old Brandon Green. Since his conviction, Hartley has twice appealed to the Wyoming Supreme Court seeking relief. The census collection is designed so that each group of postcodes should contain at least 100 people (50 in Scotland). In an earlier appeal in 2020, the Supreme Court said Hartley could not be sentenced for both crimes because the crime of aggravated child abuse was an element of the felony murder charge. Howieson-Kallas said Hartley’s young age — he was only 18 at the time of his arrest — resulted in the State declining to pursue the death penalty, as would be allowed under Wyoming law for a first-degree murder conviction. The Supreme Court was not swayed and in March 2020 ruled the court did not err in refusing to allow alternate instructions to be provided to the jury and that Howieson-Kallas had not acted improperly. The Supreme Court did, however, find a sentencing error. Bluemel had sentenced Hartley to life in prison with the possibility of parole — a sentence that does not exist in Wyoming law. The appropriate sentence should have been either “life imprisonment without parole” or “life imprisonment according to law,” which would allow for a possibility of parole. The Court also noted that the aggravated child abuse charge was an underlying charge for the first-degree felony murder charge and therefore including the additional concurrent 18-25 year sentence for that charge was improper. So who exactly did Liverpool get? Sir James Picton, a famous Liverpool individual and keen observer of Hartley, described him as: Hartley was sentenced to life with the opportunity for parole on the felony murder conviction. Felony murder occurs when someone is killed in the course of a felony — such as aggravated child abuse. Hartley was also sentenced to 18 to 25 years on the charge of aggravated child abuse.

The medical examiner who conducted the postmortem examination, Dr. Thomas Bennett, testified the child’s cause of death was abusive head trauma consistent with violent, repetitive shaking. The sentencing court in Uinta County eliminated the sentence for aggravated child abuse and imposed a sentence of life in prison for the felony murder conviction. The planning report says “the development would fail to satisfy the City’s aim of providing a broader housing offer to encourage a more diverse residential population in the city centre.” In 1831 he was appointed to convert the Manchester Bolton & Bury Canal to a railway line.
