In Pennsylvania, political struggles ended with the dissolution of the colonial assembly, and a new Conference of Committees under Thomas McKean authorized Pennsylvania's delegates to declare independence on June 18. President of Congress John Hancock sent a broadside to General George Washington, instructing him to have it proclaimed "at the Head of the Army in the way you shall think it most proper". The Declaration became official when Congress recorded its vote adopting the document on July 4; it was transposed on paper and signed by John Hancock, President of the Congress, on that day.
