Question: I've been looking at the specs and it states 250w however the controller is set to 16A and the battery is 48v.

Battery - The number of hours an e-bike can travel highly depends on its battery capacity and motor type. A motor that drains less energy from the battery can power a bike for long. Disc size again depends on intended use, weight etc. A 203mm hydraulic on the front is a serious stopper, but use it with caution in the wet/ mud or you'll end up on your arse. My 160 rear/ 180 front is the perfect compromise in my opinion. I'm debating upgrading to a four-pot caliper on the front but that's 'coz I'm a spec tart. No. The 48V controller is the same. Some dealers reprogram the controller, we don't. They are programmed by Tongsheng. I went out with a friend who has an expensive hiabike xduro nduro bike and we tried each others bikes and did a bit of offroading. It compared very favourable with the haibike.
