This is a very common scenario and a lot simpler to understand and get working than a direct USB-C connection - ironically. The USB device that you connected to reported a problem, or there’s a problem with the device driver. This power delivery is typically not as much as your laptop's actual charger, but it will still charge your machine usually - just more slowly than the original charger.

Make sure your PC (or phone), the external display, and the cable all support DisplayPort or MHL alternate modes. USB 2.0 is USB 2.0, and anywhere you see it you can be sure that you'll have a maximum transfer speed of 480 megabits per second. We subjected other cables to two-hour loads without failure, as well. Ideally, it should explicitly mention video support up to the resolution and speed you need... (video over USB-C is also known as 'USB-C Alternate Mode')

If your laptop uses either Thunderbolt 3 or Thunderbolt 4 or USB4 — all of which use a 40Gbps data connection and a USB-C port on your laptop — you should probably have no issues connecting your laptop to the monitor at the full refresh rate using a Thunderbolt cable. Just consult your laptop’s specifications and/or manual to make sure.
